Ask ten foremen what a Job Safety Analysis is for, and you'll get ten versions of the same answer: paperwork. Something OSHA wants, something a client audit checks for, something that gets filled out after the fact so the box is checked. That's backwards. A JSA done right happens before the work, and it's the single fastest way to catch a hazard nobody's thought about yet.

Here's how to actually write one — not just fill in a template.

Step 1: Break the Job Into Steps

Don't start with hazards. Start with the sequence of the actual task, broken into individual steps — not "install the panel," but "de-energize circuit," "verify zero energy," "remove cover," "perform wiring," "reassemble," "restore power." Five or six steps is typical for most tasks. Too few steps and you'll miss hazards buried inside a step; too many and the JSA becomes unreadable.

Step 2: Identify the Hazard in Each Step, Specifically

This is where most JSAs fail. "Be careful" and "use caution" aren't hazards — they're the absence of one. A real hazard names the mechanism of injury: residual stored energy causing shock, not electrical hazard. Cave-in from unsupported trench wall, not excavation hazard. If you can't picture exactly how the injury would happen, the hazard isn't specific enough yet.

Walk the actual job site or, if it hasn't started yet, walk a comparable one. Hazards that look obvious on paper often aren't the ones that hurt someone — it's the ones nobody wrote down because they seemed too routine.

Step 3: Write a Control for Each Hazard, Not a Wish

"Be aware of surroundings" is not a control. A control is something you can point to and verify: lockout/tagout applied per written procedure, protective system installed per soil classification, fall arrest anchored before work begins. If a control can't be checked by looking at the job site, it's not doing anything.

Good controls follow a hierarchy: eliminate the hazard first if you can, then engineer it out (guards, barriers), then use administrative controls (procedures, training), and PPE last — PPE is the backstop, not the plan.

Step 4: Leave Room for What You Missed

No JSA template, however good, anticipates every site-specific hazard. A good JSA has blank rows — not as an afterthought, but as the place where the crew adds what's actually different about this job: the buried line that wasn't on the locate ticket, the overhead obstruction that wasn't in the plans, the weather that changed since the job was scheduled.

Step 5: Sign It Off Before Work Starts, Not After

A JSA signed at the end of the shift is a liability document, not a safety tool. The entire value of a JSA is that the crew reviewed it and agreed to it before anyone picked up a tool. If your current process has JSAs getting filled out retroactively, that's the first thing to fix — before touching the template itself.
